MMK: COUNTERING THE PANDEMIC
MMK Board Chairman Viktor Rashnikov and Governor of the Chelyabinsk region Alexey Texler spoke about anti-crisis measures in the region
The event was held in a video conference format and was moderated by the head of the Russian Union of Industrialists and Entrepreneurs (RSPP) Aleksandr Shokhin.
The meeting was devoted to the development of anti-crisis measures to support entrepreneurship in the Russian regions, as well as the activities of operational headquarters for countering coronavirus infection established at the RSPP's regional offices.
Mr Texler talked about specific steps to activate industrial production in the Chelyabinsk region, developed with the active participation of regional members of the RSPP.
In particular, he highlighted the need to continue working on major infrastructure projects and to increase the state demand for products fr om the machine-building and metallurgical industries. An example of such activity is the reconstruction of the airfield complex in Chelyabinsk and the construction of a new runway.
"It is important that the measures of support that the President of the Russian Federation spoke about, as well as the decisions that have been taken at the federal and regional level, are primarily aimed at preserving employment. It is also important to restore demand for our products. The metal and equipment we produce in the region are our core industry products. After the recovery of this demand, we will see the recovery of the regional economy," said Mr Texler.
It is also necessary to extend support measures provided to core enterprises to the suppliers who provided necessary components to these key enterprises. Today in the Chelyabinsk region, the number of these suppliers stands at about 2,000.
In addition, it is important to enable enterprises that receive loans at preferential rates to direct them not only towards paying salaries and replenishing working capital, but also to repaying current accounts payable. This will reduce the risks of non-payment chains, which can become an obstacle to the normal operation of the banking system.
Mr Texler praised the productivity of the RSPP and its cooperation with the regional government both in the development of anti-crisis measures, as well as through charitable assistance and support for medical institutions, local administrations and foundations.
Head of the RSPP in Chelyabinsk Viktor Rashnikov noted the openness of the government to discussing current issues and thanked the head of the region for his prompt response. "In total, RSPP members have developed 160 proposals related to tax and tariff policy, the operation of enterprises, labour and employment, expanding the list of industries affected by the coronavirus epidemic, and on separate measures of support for the defence industry and light industry. Many initiatives were supported by the governor and brought to the level of the Russian Federal Ministry of Industry and Trade and the Ministry of Economic Development," Mr Rashnikov said.
Mr Rashnikov also emphasised that the region still has the potential to implement investment projects planned before the pandemic, which means that measures are needed to provide tax incentives to industrial investors.
